Am I correct that the name displayed in the tooltip doesn't match the name in the keymap sometimes? Case in point; Select Opened File vs Select File in Project View .
Not the end of the world but given that there are sometimes subtly different actions, it makes creating keymaps quite error prone

Has been reported before as IJPL-51574 - but I'd argue that your description is much better: It's the tooltip that's wrong.
