I don't know the answer to your problem, but I think you might be making an assumption that it is the resources themselves that are the problem, because it happens to occur while resources are syncing.

My intuition is to go over the build files with a fine tooth comb, and compare them with the working version. I'm suspicious that you have a configuration issue.
