any reason there isn't an `artifacts.zip` for <https://github.com/google/ksp/releases/tag/2.1.10-1.0.31|2.1.10-1.0.31>? bazel's rules_kotlin uses these for compilation

Looks like a permission issue related to a policy that was recently enforced. The fix is easy, but going back to trigger the action and upload again is tricky; It'd require a blend of updated GitHub actions config and older commit HEAD. 1.0.32 is scheduled tomorrow and hopefully the artifacts will be available again on GitHub. If you really need 2.1.10-1.0.31, the artifacts are also available on maven central: <https://repo.maven.apache.org/maven2/com/google/devtools/ksp/>
