I am Priya, I am a software engineer and a beginner in open source, based out of India. I have 4 years of overall experience in Java and currently on a career break.

I have used Gradle previously for my projects, and I think it is a good opportunity to give back to the community

I have been exploring this idea and studying the codebase for the maven-publish-plugin and the new maven-central-plugin. 

As I understand, the project's goal is to enhance the community plugins or integrate them with Gradle. 

Would I be contributing to an existing codebase or we would start a new plugin from scratch?

It is something that you can decide on and justify in your proposal. Either option is viable, though generally it is better to not create new plugins when there is a suitable active plugin you can work on.
