i want to publish it locally and test it then publish it

1. Publishing is for gsoc but i dont have any doubt regarding gsoc , i had issues publishing it
2. My gradle plugin depends upon kotlin extension and also i wrote gradle plugins in kotlin and publish in kotlin i messaged here

@Suhas let's discuss it separately in the mentioned channels but TBH I am not sure why a plugin needs to be published to Gradle Plugin Portal at the applications stage.

Sharing code, Kotlin or not, is more than enough in your project proposal

I have a plugin to find the source sets in a project
Thats for build server protocol
I wanted to check if the plugin is working or not
Having tests was a bonus
So wanted to write if its working in a kotlin multiplatform project so it would demonstrate properly my plugin
To check ill have to publish to local maven or something
So i was facing issues
