This isn't sanctioned by Jetbrains, is it? Because my understanding is that having kotlin in the library name is only allowed for first-party libraries.

It’s not an official JetBrains library, if that’s what are you asking for :)
It’s my personal project, which was started before I was even started working at JetBrains 
And I don’t think, that there are limitations on naming:

I think what you mean applies to the „kotlinx-„ prefix.
