apparently its a mashup of `!` and `?` and was created by somebody who didnt know if they should write `?!` or `!?`. so he created `‽`.

We must make it into a kotlin operator.

Could be an overloadable operator that lets you inject AI-assisted (or "arbitrary") code at runtime, to do whatever would seem right by the AI, or the back-office.
