I'm trying to build the Kotlin repo on GitHub Actions, and getting the below error - is it a known issue?

Could not determine the dependencies of task ':kotlin-allopen-compiler-plugin:jar'.

Clearing the cache didn't help, but made the run fail much later, so there's some non-determinism to it
