I had the same question earlier. After thinking about it a bit, I felt that if everyone starts sharing articles and videos in specific topic channels (like #CJLTWPH7S), those channels might become cluttered with links.
Then it becomes harder to distinguish between actual questions/discussions and shared resources, which could be a bit frustrating for developers who are there mainly to ask or answer technical questions.
So using #C0BJ0GTE2 for articles/videos/resources and keeping topic channels mostly for discussion seems cleaner.
