One could also say there is a possible security issue. All the package hosting is based on a "web of trust" type system. That system would easily break down when the information provided on a package is incomplete (eg missing publisher info).
Flatpak (or Flathub?) needs to provide an additional safety net in cases where the developer, and publisher for a Flatpak is different.
