The public ETA is for sometime in spring. This was announced at KotlinConf 2019. It should also be on the blog post of what to expect.

03/19/2020, 7:45 AMOnly when Kotlin 1.4 is stable and a official Kotlin blog post is released, which reveals the release date 😁. Many Kotliners will consider Kotlin 1.4 stable after a patched version has been released, eg 1.4.10.
