why does JB have so many IDEs... differed mostly by language, but all being essentially identical in UI? What prevents them from creating a unified IDE that can do it all?

My guesses: performance, marketing, difficulty, legacy code

This IDE called Intellij IDEA Ultimate. It has almost everything, except Native development (for now only CLion and AppCode, but there is an issue about providing native development as plugin for Idea) and C# (which is pretty different in terms of architecture because evolved from ReSharper VS plugin)
