I don't think so. Humans see symmetry as "good looking" (symmetrical faces are sexier), so this progress bar just looks wierd to me too

We do consider symmetry “good looking” in many instances, but that’s not to say it’s always preferred. Asymmetric design catches the eye in a different, somewhat unexpected way, and done properly, can be just as or more aesthetically pleasing than a similar symmetric design. Consider the Nintendo Switch logo or the Slack logo and app icons.

You could perhaps argue the IntelliJ loading bar isn’t done properly, but to say it’s weird-looking in an objective sense wouldn’t be right, I don’t think. Like I said, I personally think it doesn’t look particularly odd; maybe it’d be more boring-looking if the progress bar started at the left edge instead? dunno.
