What is the minimum version of IntelliJ that is required for the plugin?

This particular version of the plugin is for IDEA 2021.1 with bundled Kotlin compiler 1.4.32 (as seen on the screenshot). If you mean, "what is the lowest IDEA version with Kotlin IDE plugin containing 1.4.32 compiler", it is IDEA 2020.2.
