This option rearranges your code based on the arrangement rules from the code style settings. E.g. rearranges imports in file in alphabetical order. You can define these rules in Settings (search for Arrangements there).

Hmm. Its disabled for me. I guess thats why I couldnt find it

Yes, sometimes it is disabled also for me. It depends on what kind of file you want to rearrange and created arrangement rules. Try to open some xml file and then Code -> Rearrange code. For me, it worked :)

Iirc rearrange code is not available for Kotlin files
