I think that feature was supposed to be targeted for 1.4, not 1.3.70, according to https://blog.jetbrains.com/kotlin/2019/12/what-to-expect-in-kotlin-1-4-and-beyond/#trailing-commas. Hopefully they decide to keep it in there for 1.4!
