Can DeprecationLevel of @Deprecated method in a library depend on caller's Kotlin version?

We have the `DeprecatedSinceKotlin` annotation planned that would allow to specify different deprecation levels depending on the caller's Kotlin API version setting.
However, since it's for use mostly in the standard library, we do not plan to make this annotation public.
