Is there a chance for a tutorial from the community to be integrated on the Tutorials section of Kotlin's website?
Are there any rules regarding what is accepted or not, or a process for it?

Sure. But we're also about to launch a new format of hands-on which will be even better.

Hadi - Can you please elaborate on what is meant by "hands-on" with the tutorials.

Will Kotlin Twitter account announce it, or where can I ensure I'm aware when you launch it?

It means more guided step by step with entire accompanying source code available for download.

As I was looking at SwiftUI (similar to #compose, but for Apple Platforms), I saw the tutorials, and I must say I'm quite impressed by the webpage UX. here: https://developer.apple.com/tutorials/swiftui/building-lists-and-navigation
I don't know how will Kotlin's tutorials new format will be, but if it could be as awesome (like highligthing lines of code as you scroll in the snippet), while staying easy to set up as a tutorial author, that would be really awesome.

Thanks. I'm sure we can try and add that. Maybe not right now but will take note
