I'm not sure how it works, but when I use jib to build the container, it pushes the docker container to gcloud container registry where I run it. I don't have an application.conf at all it just somehow works.

As I see you have a main entry point with the embeddedServer inside so you server instance is configured there. The usage of the HOCON configuration is optional.
