application.properties

is completely irrelevant to ktor and it is simply handled here https://github.com/goreRatzete/realworld-kotlin-ktor/blob/master/src/main/kotlin/me/avo/realworld/kotlin/ktor/util/Property.kt#L8

You can use application.conf to keep your config and access it via

application.environment.config.
