Is that setting a checkbox in the “Gradle’ in “Build Tools” ? I dont see it anywhere

Yes, this checkbox locates/located in settings of Gradle project. As it became deprecated since 2019.3, you can see it only if you set it to `false` before. For new projects and projects with `true` state, we hide one.

Well, its definitely better... but IDEA+Kotlin still a frustrating experience with long 30-80s hangs. I have created more issues:
