Does one need an IntelliJ license to run the EAP/beta versions?

no

Does it mean one can keep using just EAPs/betas and have the full Intellij ultimate experience?
(under the assumption that there are EAPs/betas all year, and don’t mind not using 100% stable builds)

No, EAPs are limited in time they are offered. The intermediate license you get expires together with the EAP version. If there is a new EAP you can upgrade to that but if not, well, no full experience for you anymore. 😉
I'm working with EAP almost always and there are often times in between where you need your license but usually you are able to get almost through the whole year with EAP only.

JB do offer free licenses for specific cases. I believe if you're creating an open source project, or in education (teacher or student). The personal license isn't too expensive, but I know everyone's means are different. So as above, you can generally run EAP for a very long time w/o a licence, but there will definitely be times where you need a licence. I think the EAP's are generally licenced for a month, and when they get to RC type builds, a licence is required.

Awesome, seems like the EAP should suffice for a quick 2-months project. Thank you all
