I have a situation where IntelliJ says that 1.3.21 is installed in the 'Installed' plugin panel, but doesn't allow it to be updated:

There's no option to really uninstall. I can disable, but re-enabling doesn't bring it to 1.3.30

Go to IDE settings, Languages and Frameworks, then Kotlin, and there you should be able to update
