hm, blowing away my .idea and then doing a restart/invalidate caches has temporarily fixed it again, so i have a diff of a working .idea vs a broken one now. but i expect the problem to return shortly, perhaps next time I do a gradle sync.

mikehearn: for me similar (not exactly like yours) problems usually go away after sync, then Build → Rebuild Project

Yeah, unfortunately, for me it's not that easy and often it comes back. So there's some permanent bug that's corrupting the IntelliJ state on some sync path
i suspect switching branches may have something to do with it too
Now it's broken again. Rebuild does not help 😞
