Hi i think i am OT but my question is very simple. is there some server to use inside an application? Http server to comunicate with other application in lan ? maybe ktor?

yes, OT, plus most use cases for this are going to involve a lot of security and battery/lifecycle considerations. If there is any other approach to solving your problem than running a network server on a phone or tablet you should probably explore that first
