Because if the question is not related to Kotlin language for android this is not the place. Android has a Slack for itself. And for related I mean that Kotlin could be responsable/involved/the problem for your question. Asking something related to parcelable/webview ecc... is not a kotlin issue.

That happens when people ask about topics unrelated to the Kotlin language. "How do I debug keyboard handling in Android" is a truly inappropriate question to ask here. Not only is it completely irrelevant, but even if somebody helped resolve that issue, it wouldn't be indexed by search engines. Helping resolve unrelated issues therefore doubly damages the channel. First by asking in the first place and second by not publishing it for other people to learn. Assuming that publishing the problem would prevent repeated inquiries.

Jetbrains people have repeatedly said that they don't want this to be a generic forum. There's already one like that - StackOverflow. If your question is not Kotlin specific, people will tag it as stackoverflow or google

It has been proposed numerous times to rename this channel to kotlin-on-android or something similar exactly for that reason. It hasn't gained political favor yet.
