I'm not sure on this but I'd expect not - it could give rise to apps deceiving users into giving better ratings than they'd want to. You can, however, link to your play store listing using an intent.

What most apps do is to ask the user for rating the app inside. If the the review is positive, they invite the user with a link to rate In play store.
If it's negative, they ask for feedback inside the app for internal review
