has anyone seen/fixed this in thier travels?

Can you diagnose it with --allow-incomplete-classpath

as it happens, the first such diagnosis comes from Kotlin.Random--  it lacks a no-arg ctor.   the second is recorded here, <https://github.com/oracle/graal/issues/2702#>   seems odd.  the Muslim calendar requires an ini file but not the lunar calendar or ISO calendar, so i just commented it in two places.
