I don't think you understand how lambdas or `const`s work today

Let me ask you first. Did you even understand the problem i was discussing? Don’t get carried away by how `const` works in kotlin today.

I think yole pointed out correctly that in the presence of java-interop, this feature is impossible to implement.

Parameters are already immutable. What more would you want?
