Hey,

I would like to start getting involved with the development in Kotlin. Where do I go to in order to suggest features? And is there a difference between "State: Open" and "Tag: Up-For-Grabs" on YouTrack?

I think it would help if you would already know in which parts you would like to participate. As far as I can tell different subystems/sub-teams use slightly different processes and it might be helpful to get in touch with one of the maintainers of said subsystem for more advise!
