I've asked if I can just go on with working on a new feature, why has no one answered? It may be a silly question, but I can't start and then watch my work thrown away!

New feature is always thing that should be discussed. It highly depends what you want to suggest to do.
For example Kotlin IDE Plugin improvement has high chance to be merged, same for bugs or failed tests, but new function on stdlib is definitely should be discussed and approved
