Actually, I'm finding that I have to duplicate my kotlin version declaration. I have to put it in buildSrc, but also, the buildscript block so that I can add the kotlin plugin to the classpath. Is there a way around this?

Why do you need buildscript? This is legacy API and bad choice for Kotlin dsl

You can specify version of plugin in settings.gradle.kts
