When using the Kotlin-DSL, dependencies can be specified with implementation(...) or apiElements or ... but not with api(...). Shouldn't this also be possible?

do you have java-library plugin in your plugins dsl?

Nope. I guess that adding the plugin, will solve that. But why is then implementation and apiElements available?

Because this is part of java plugin (and Kotlin JVM plugin implicitly add dependency to java plugin)
