that's not the question you should be asking, the question is "would I have this same issue if I used Java"?

Remove all the other UI element especially the view that is above the CameraPreviewView, and just keep the CameraPreviewView, then check. I really doubt the circle view is having some thing that covers the CameraPreviewView.
