Is the WASM compiler backend going to evolve into a new Kotlin development platform (aka Kotlin/WASM)? Will there be any Kotlin WASM announcements made during KotlinConf?

Yes, it should become a Kotlin/Wasm platform. Currently both Kotlin/Wasm compiler backend and required WebAssembly feature proposals are in early stage of development.

Is there a place where one can look at the required feature proposals? Would it be likely that Kotliners can try out a early version of Kotlin/WASM (for experimentation purposes) sometime in 2020?
