Anyone knows why setting `fillMaxSize` is ignored if specified below `verticalScroll` Modifier?

Modifiers are ordered; a modifier appearing after `verticalScroll` is part of the scrollable content. Since a vertically scrolling region has an infinite max height, fillMaxHeight doesn't have a visible effect :slightly_smiling_face:
