Anyone knows why setting fillMaxSize is ignored if specified below verticalScroll Modifier?

Modifiers are ordered; a modifier appearing after verticalScroll is part of the scrollable content. Since a vertically scrolling region has an infinite max height, fillMaxHeight doesn't have a visible effect 🙂
