I found a bug in ModalBottomSheet. offset modifier should be called before nestedScroll modifier

Could you explain why? I personally know absolutely zilch about the whole offset thing but ever since compose came around I see it more and more. I intend to do some research on it but explaining why it needs to be before nested scroll would be informative.
