I want to change the modifier key that I hold for the "CTRL + Mouse Hover" action, i dont know what to call that exactly even, so its hard to search in settings for the action. Any idea what the action is called?

The “Ctrl + Hover” behaviour can be changed by changing the mouse shortcut for “Go to declaration or usages”

For example, if you add “Shift + Click” as a shortcut for “Go to declaration or usages”, it also makes Shift + Hover work the way you want 👍
