In the readme it’s explicitly stated that the recommended integration is that gradle plugin and as that one seems to struggle:

it might make sense to add that functionality directly to ktlint

there's also https://github.com/jeremymailen/kotlinter-gradle which has been keeping up with ktlint releases, and https://github.com/detekt/detekt which can include ktlint formatting rules

I've talked to the Ktlint maintainers, they aren't thrilled with this plan, but are willing to consider this if it's between this and my completely abandoning the plugin. I'm not at abandoning yet, but I'm keeping the option in mind
