The Gradle build cache docs recommend only pushing to the remote build cache on CI server builds. Is it desirable to restrict this further to builds of the trunk branch only?

Or would it be okay to enable CI server remote build cache pushes for PR branches that have not yet been merged into the trunk branch?

Probably depends on whether you trust the PR authors. An evil author could pollute the cache with bad content.
