Why are all the releases listed on GItHub prereleases? It makes it seem like they should not be used.

I've viewed GitHub prereleases to mean something like the notes are drafts, and think of the version names to indicate that (0.x, or -rc, etc).
But maybe I didn't know what prerelease was for

The library is in the prerelease stage to denote its experimentality. In essence, we have much more freedom to make breaking changes than in other libraries.
