Unfortunately there is no way to change notification settings for all, but you could change it for you here: https://youtrack.jetbrains.com/users/me?tab=notifications

There is 2 related settings:
• Star automatically when / I vote for an issue
• And in Subscriptions section, Tags: Star/ Notification events: Votes
