Doodle currently has its own pipeline that targets DOM (with Canvas coming) on web and Skia on desktop (same as Compose). This means apps can be almost fully shared. Compose-web (I think) is targeting a canvas approach eventually. Which means shared widgets, but less functionality for web around accessibility, SEO, etc.. That said, you should think about the development model that fits you best. The APIs are really different. Happy to hear thoughts you have on where Doodle could become more appealing as well.
