Is there a way to depend on a dependency with 0.3 `.metadata`while being on 0.4? I'm trying to use ktor-client-ios-iosx64, but it won't import with GRADLE_METADATA enabled.

Unfortunately no. Watch/star https://youtrack.jetbrains.com/issue/KT-29045 for Jetbrains libs to update to 0.4.

Libs for Kotlin 1.3.20 will be published from Gradle 4.10.
