What's the current plans for being able to provide binary compatibility between versions of Kotlin.....I believe it's still case that for example with 1.4.30 release all libraries (that support kotlin/native ) will need to be updated?

Note that an exception to the above is the next serialization release per https://github.com/Kotlin/kotlinx.serialization/releases/tag/v1.1.0-RC

Might have spotted some improvements being made to Kotlin Native's binary compatibility, although it would be far from complete.
