It’s not Kotlin that is being potentially commercial in the future, but other tools that are required like debugger integration, etc. Same issue with JS actually, since if you want some JS tools support when working with Kotlin JS, you will need Ultimate.

There is no final decision, but opening e.g. LLDB support in some free IJ tier could potentially be damaging to other products. We are investigating what and how can be done there. It’s too early to talk about it anyway.
