Can the tickets be transfered or refunded this year?

Dumb question, found it on this page https://kotlinconf.com/registration/

Tickets are non-refundable, with the exception of your visa applications being denied or any other type of incident when entering Canada, that is outside of the hands and responsibility of the attendee. You can however transfer the ticket to someone else. Transfers are possible until August 20th, 2020
