is this the correct way to conditionally add a filter in between other filters?

in this case, if the DEV flag is set to true, i want to set up unsafe cors for testing purposes.

Not as such, although there is a Filter.NoOp that you can use as an alternate (so you always have a fuller and just switch on the book)
