Is it just me, or did the GitHub Package Registry quit randomly returning 409 Conflicts when publishing Kotlin Multiplatform projects?

It was very common about a month ago that I’d get a 409 on some random package in the middle of publication, but I haven’t run into this issue in weeks. (cue Murphy’s revenge)
